Flexibility in the working hours of managers will not be discussed during the spring session. The Economy Committee of Council of States has suspended consideration of a bill resulting from a parliamentary initiative of Konrad Graber (PDC / LU).

The idea would be to introduce an annualized work schedule for people exercising a function of superior or specialist with significant decision-making power.

The project is already in its second version. The scope of the new model would be limited to people who have an income of more than 120,000 francs or who hold a diploma attesting to higher education. The persons concerned or the workers’ representatives of the enterprise concerned must have given their approval.

Before ruling, the committee intends to check if the objective of the text could not be implemented in an ordinance rather than in a revision of law, indicate Friday the services of the Parliament. Such a procedure would make it possible to associate the social partners wishing a more flexible solution and to respond more simply and in a more targeted manner to the specific needs of the branches concerned.

Highly contested

The initial project had been much contested. The left and the unions have gone up very much from the start in the face of this liberalization. The sling is not limited to the pink-green camp. Twelve cantons, including Geneva, Neuchatel, Vaud and Valais, oppose the project. The PDC isn’t hot either.

The committee made a little correction after the consultation. The government nevertheless believes that the chances of success of the revision are low. In October, he considered that the fears he had expressed in the spring were only partially defused. (Ps / nxp)
